Saudi Arabia Expands Digital Skills Training with Tech Partnerships and National ICT Programmes

Riyadh’s Ministry of Communications and Information Technology and global IT players deepen engagement to build a digitally skilled workforce for the Kingdom’s Vision 2030.
Saudi Arabia’s Ministry of Communications and Information Technology has intensified efforts to equip its population with advanced digital skills through a range of national programmes and technology partnerships, underscoring the Kingdom’s commitment to developing human capital in line with Vision 2030’s economic diversification objectives.

At the centre of these efforts are major technology events hosted in Riyadh, such as the annual LEAP Tech Event, which convenes global tech firms, investors, start-ups and policymakers to showcase innovation, share knowledge and launch skills initiatives.

The conference, co-founded by the ministry, consistently draws leading multinational companies — including IBM, Microsoft, Cisco and Google — that engage with Saudi institutions on workforce development and digital transformation agendas.

Within this ecosystem, programmes supported by international IT firms offer training in cloud computing, cybersecurity, artificial intelligence and other high-demand digital disciplines, often in collaboration with Saudi authorities and education partners.

MCIT’s broader digital strategy also includes the Digital Cooperation Organization, a multilateral body established with Saudi leadership to accelerate growth in the digital economy by facilitating cooperation, capacity building and access to digital learning platforms across member states.

Saudi policy emphasises not only technology adoption but also the development of local expertise, leveraging public-private partnerships that align with national priorities such as expanding e-government services and enhancing regulatory capacity.

These initiatives form part of a suite of national programmes designed to prepare current and future Saudi workers for a changing labour market, integrating digital skills training with entrepreneurship, innovation support and access to global tech ecosystems.

While precise figures vary across programmes, government officials and participating industry partners regularly highlight the scale of engagement with learners and professionals across the Kingdom, reinforcing a shared commitment to building one of the region’s most digitally literate workforces.

In parallel with skills programmes, Saudi Arabia’s digital economy agenda includes infrastructure projects, regulatory frameworks for emerging technologies and platforms for international collaboration, as evidenced by the prominence of Riyadh’s digital agenda at forums such as LEAP and the involvement of global technology leaders in local capacity-building efforts.

These sustained investments in people and technology aim to position the Kingdom as a competitive hub for digital innovation, attract further global participation and catalyse private-sector growth as part of a long-term strategy to transform the nation’s economic landscape.
