These measures, imposed amid soaring energy costs exacerbated by the ongoing Middle East war, had forced businesses to close early and significantly altered the city’s social fabric.
The initial response was stringent, with a 9 p.m. curfew later extended to 11 p.m., drastically transforming Cairo's bustling streets into an unusually quiet environment.
This abrupt shift did not sit well with the local populace, prompting widespread discontent among both business owners and their customers.
In response to growing frustration, the government announced the relaxation of these measures on Sunday.
Consequently, cafes and restaurants are now permitted to operate until 1 a.m., while shops and malls can stay open until 11 p.m., extending to midnight on weekends.
By Tuesday night, the effects of this change were already apparent in Heliopolis, an area renowned for its cafe culture.
At what would normally be closing time, establishments remained bustling with activity as residents returned to their evening routines.
The impact extends beyond just extending business hours; it addresses a deeper need for social interaction and escapism from the pressures of daily life, as expressed by long-time residents like 82-year-old Ahmed Megahed.
The return to late-night activities has also revived a sense of belonging among individuals who felt isolated by the restrictions.
However, not everyone is pleased with the change.
Wafaa Ahmed, a shop owner, underscores the economic hardship faced during this period.
With revenues plummeting due to the early closures, business owners like her are hopeful that the easing of restrictions will help them recover some of their lost income, especially as Egypt prepares for the summer season.
The decision to ease energy-saving measures comes against the backdrop of Egypt's significant energy import costs and its struggle with inflation.
The government has been actively promoting solar power adoption and encouraging consumers to reduce electricity use through public awareness campaigns.
Despite these challenges, the relaxation of restrictions is seen as a crucial step towards revitalizing Cairo’s nightlife, which plays an essential role in sustaining both the local economy and the city's cultural identity.
