Saudi Ministry of Interior Imposes SR100,000 Fine for Entering Makkah without Hajj Permit: Repeat Offenders
The Saudi Ministry of Interior announced fines of up to SR100,000 for entering Makkah for Hajj without a permit, repeating the violation.
A SR10,000 fine will be imposed on those without a permit from June 2, 2024, to June 20, 2024.
Penalties will be enforced in Makkah, Central Haram Area, holy sites of Mina, Arafat, Muzdalifah, Haramain train station, security control centers, pilgrims’ grouping centers, and temporary security control centers.

Violators, including citizens, expatriates, and visitors, will face a fine of SR10,000.
Repeat offenders will be fined up to SR100,000 and expatriates will be deported and banned from reentering the Kingdom.

These penalties include imprisonment for up to six months and a fine of up to SR50,000.
The vehicle used for transportation may also be confiscated through a court order, and expatriate offenders will be deported after serving their sentence and paying the fine.
The fine amount increases based on the number of violators transported.
