Russian Foreign Minister Sergei Lavrov articulated these expectations in remarks published on Wednesday.
Russian President Vladimir Putin ordered the deployment of tens of thousands of troops into Ukraine in February 2022, following eight years of conflict between Ukrainian forces and separatists backed by Russia in eastern Ukraine.
Consequently, Russia has since occupied approximately one-fifth of Ukraine's territory.
To ensure lasting peace, Lavrov stated that these new territorial changes must be legally recognized and formalized on an international level.
Additionally, he called for the establishment of a novel system of security guarantees, serving as a fundamental element within a broader, pan-continental framework centered on the principles of equal and indivisible security across Eurasia.
Lavrov also touched upon Moscow's stance regarding Ukraine's potential NATO membership, suggesting that Ukraine should commit to a neutral, non-aligned, and non-nuclear status.
This proposal aligns with Russia's longstanding opposition to Ukraine joining NATO, an organization established in 1949 primarily as a countermeasure to the perceived threat from the Soviet Union.
The Ukrainian government has rejected any suggestion that it requires Moscow's approval for its international affiliations, while NATO maintains that Russia cannot unilaterally block membership considerations.
Notably, US President
Donald Trump, who met with both Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky in recent diplomatic efforts aimed at resolving the conflict, expressed his disappointment in Putin on Tuesday.
Despite these developments, Lavrov conveyed that the heads of the Russian and Ukrainian delegations remain in direct communication.
He confirmed an expectation for ongoing negotiations.
