Saudi Arabia Leads Global Rankings in GEM Entrepreneurship Report

Saudi Arabia has emerged as a leader in global entrepreneurship, securing top rankings in the Global Entrepreneurship Monitor (GEM) 2025-2026 report.
The report highlights Saudi Arabia's highly competitive environment and its position as a premier hub for entrepreneurs.
In the Global Entrepreneurship Monitor report, Saudi Arabia led all high-income economies in entrepreneurial finance, demonstrating the effectiveness of its financial tools for small and medium-sized enterprises (SMEs).
It also ranked third globally in the National Entrepreneurship Context Index (NECI), reinforcing its status as an elite destination for investment and growth in entrepreneurship.
The data shows a significant increase in early-stage entrepreneurial activity, which rose from 12.1 percent in 2018 to 28.9 percent in 2025.
Meanwhile, entrepreneurial intentions nearly doubled, rising from 26.8 percent to 48.5 percent over the same period.
This growth is also evident in the academic sector, where Saudi Arabia improved its ranking from 53rd place to seventh globally in university-based entrepreneurship.
The achievements can be attributed to collaborative efforts between government entities like the Small and Medium Enterprises General Authority (Monsha'at), the private sector, and academic institutions.
Through these integrated efforts, Saudi Arabia has established itself as a favorable environment for entrepreneurs.
