Russia's Expanded GPS Spoofing Capacity Affects European Nations

Lithuanian official reveals Russia's enhanced ability to manipulate GPS signals deep into Europe, reaching up to 450km from Kaliningrad exclave.
RIGA: With an expanded capacity, Russia can now falsify GPS signals deep into Europe, affecting a radius of up to 450 kilometers (280 miles) from its strategic Kaliningrad exclave.

According to Darius Kuliesius, the deputy head of Lithuania’s communications regulator, this capability has significantly increased due to the proliferation of Russian GPS "spoofing" antennae.

Since the 2022 invasion of Ukraine, European nations have frequently accused Russia of electronic interference.

However, President Vladimir Putin's government denies these allegations, attributing them to Western smear tactics.

Kuliesius revealed that Russia has augmented its GPS spoofing from three antennae in early 2025 to a current total of 36.

These Russian GPS spoofing systems are positioned within Kaliningrad, which is heavily militarized and situated between NATO member states Lithuania and Poland on the Baltic coast.

The interference began to be observed more consistently around the 2023 NATO summit in Vilnius.

Kuliesius characterized this as a "systemic, permanent Russian provocation against European security," marking an escalation from occasional disruptions.

The Russian embassy in Vilnius has not commented on these allegations as of yet, but Moscow has routinely dismissed similar claims in the past.

Lithuanian regulatory maps indicate that Russia’s GPS falsification capabilities extend into Estonia, Latvia, Lithuania, most of Poland, parts of Finland and Sweden, and Belarus, along with reaching across the Baltic Sea.

According to Kuliesius, this extended range reaches 450km, a capacity assessed by analyzing disturbances in aviation surveillance ADS-B transmissions.

Past incidents have highlighted these concerns.

Last year, Spanish military jets experienced GPS disturbances near Kaliningrad, while European Commission President Ursula von der Leyen’s flight was jammed en route to Bulgaria.

Estonia and Finland have also accused Russia of jamming GPS navigation devices within the region's airspace.

However, modern airliners typically possess backup navigation systems that can compensate for GPS issues at major airports.

The interference affects not only aviation but has implications on mobile phone networks near Kaliningrad, with some frequencies being degraded in quality due to this electronic tampering.

This issue is especially noticeable during Ukrainian drone attacks against Russia, which exacerbate the level of spoofing and jamming activities.

The impact extends to public transportation systems, such as bus schedules in Klaipeda, a town 50km from Kaliningrad, where GPS tracking for buses becomes unreliable during these disruptions.

While the specific implications of this technological warfare remain complex, Lithuania's concerns reflect a broader European apprehension about Russia’s expanding electronic capabilities.
