The unprecedented deluge turned streets into rivers and disrupted Dubai airport, one of the world's busiest for international passengers.
A ministerial committee was formed to oversee repairs and compensation in cooperation with federal and local authorities.
The UAE experienced its heaviest rainfall in the past 75 years, causing significant infrastructure damage.

Sheikh Mohammed described the situation as unprecedented but learnable.
The storm, which brought up to two years' worth of rain, subsided by last Wednesday, but Dubai faced disruptions for several days, including flooded homes and closed roads.
Dubai airport canceled over 2,000 flights and did not fully recover until Tuesday.
