Ukraine and the Council of Europe human rights body signed an accord on June 26, 2025, establishing the framework for a special tribunal aimed at holding senior Russian officials accountable for the crime of aggression against Ukraine.
The signing ceremony took place in Strasbourg, France, at the headquarters of the Council of Europe.
