The Kingdom’s sweeping economic strategy prioritises tourism, connectivity and cultural projects to reduce dependence on oil and reshape its global role
Saudi Arabia is accelerating efforts under its Vision 2030 strategy to transform the economy from an oil-dependent exporter into a thriving global travel and tourism hub.

At the core of this shift is an unprecedented expansion of tourist infrastructure, international connectivity and cultural attractions designed to attract millions of visitors annually, diversify economic activity and bolster long-term growth.

Vision 2030 explicitly positions the tourism sector as a key pillar of national transformation, leveraging the Kingdom’s natural, historical and cultural assets to drive job creation, private investment and broader economic diversification.

This approach has seen Saudi Arabia surpass initial tourism targets ahead of schedule, with annual visitor numbers and revenue contributions rising sharply as the country expands its international reach and enhances the visitor experience.

Major projects underline the scale of Saudi Arabia’s ambitions.

The opening of the Six Flags Qiddiya theme park near Riyadh demonstrates the tangible delivery of high-profile entertainment infrastructure aimed at drawing global leisure travellers, while developments such as Soudah Peaks and Rua Al Madinah are expanding offerings in luxury mountain resorts and historic pilgrimage destinations.

Alongside these initiatives, initiatives like the National Tourism Strategy’s digital reforms and streamlined e-visa processes are easing access for international visitors, further supporting the Kingdom’s evolution as a welcoming travel destination.

Enhanced connectivity is also central to the Kingdom’s travel-hub vision, with expanded airline networks and strategic codeshare agreements increasing direct access to Middle Eastern, Asian and international markets.

This expanded connectivity dovetails with broader efforts to elevate Saudi Arabia’s profile on the world stage, including hosting major sporting, cultural and entertainment events drawing international audiences.

Analysts note that while the country has achieved notable success in attracting visitors and catalysing private-sector growth, the challenge remains to sustain momentum across complex megaprojects and ensure that the broader economic transformation envisioned by Vision 2030 continues to deliver long-term resilience beyond oil.
