Professional certificate is required to offer women’s grooming services at home

The Ministry of Municipal and Rural Affairs and Housing has stipulated that women staffers at grooming centers and beauty parlors shall obtain a professional certificate in the event of offering their services at home.
According to the ministry’s directive, female workers in the field of women’s grooming must have obtained a professional certificate from a college or educational institution approved by the Technical and Vocational Training Corporation. The institution shall be specialized in women’s grooming activities such as hair cutting and styling, using powders, decorating nails, and cleaning the skin for the purpose of beautification. These works shall be restricted to only women.

The ministry noted that as of 2018, the number of commercial registrations for women’s beauty parlors in the Kingdom is estimated at 5,890, according to the statistics of the Ministry of Commerce.

The mayoralties and municipalities provide, through the ministry’s Baladi platform, permits for women’s beauty parlors and personal grooming centers without any fees. This allows them to provide home services at men’s salons, women’s grooming centers, tailoring shops of men and women, and providing personal care for men and women.

There should be a valid commercial shopping license to engage in these activities. The total number of existing commercial registrations for barber shops in the Kingdom is more than 22,729. This service enables business owners to expand their business by issuing permits to provide household services to the facility’s employees to provide services outside their shops in multiple locations. These permits will be linked to commercial licenses registered in the name of the firm.

The mayoralties have stipulated certain terms and conditions for offering these services. The service requirements included a health certificate for workers; a professional certificate in the event that the licensed activity is for a women’s beauty parlor or groom center; a copy of the contract for the Saudi worker, and the duration of the commercial license required for the permit to be valid for at least six months. Also, it is not possible to add the same worker in more than one valid permit to provide domestic services. The data of more than one worker can be added to the permit application.

According to investors in the men’s salons, the barber profession is among the important professions that need skilled hands to strengthen their relationship with customers. “In barbershops, we provide a fixed salary to the barber, provided that he is given a percentage of his income, and the more work, the higher the percentage that the worker gets. The salary can start from SR1500 to SR4500, according to the economic zone, the type of customers and their daily needs,” they pointed out.
