Kazakhstan and Saudi Arabia Deepen Strategic Partnership with New Investment and Energy Agreements
High-level talks in Riyadh culminate in investment protection pact and coordination council as both nations expand cooperation across energy and trade
Kazakhstan and Saudi Arabia have moved to broaden their strategic partnership following high-level talks in Riyadh that focused on strengthening political dialogue, expanding trade and investment, and deepening cooperation in the energy sector.
The Kazakh delegation included Chairman of the Management Board of Samruk-Kazyna JSC Nurlan Zhakupov, Energy Minister Yerlan Akkenzhenov, and representatives of key state bodies and quasi-state entities.
The central event of the visit was discussions between Kazakhstan’s Foreign Minister and Saudi Foreign Minister Prince Faisal bin Farhan Al Saud.
The two sides conducted what officials described as a substantive review of bilateral relations, underscoring the positive trajectory of ties built on mutual respect, trust and strategic complementarity.
Both ministers reaffirmed their commitment to strengthening the legal and contractual framework governing cooperation and advancing mutually beneficial projects.
Particular emphasis was placed on expanding trade, economic and investment engagement.
Kazakhstan expressed interest in increasing Saudi capital flows into priority sectors including energy, infrastructure, the agro-industrial complex and the green economy.
Saudi Arabia signalled readiness to intensify business ties and pursue practical collaboration in areas of shared interest.
Energy cooperation featured prominently in the talks.
Separate meetings were held with Saudi Energy Minister Prince Abdulaziz bin Salman Al Saud, Investment Minister Fahad Al-Saif and ACWA Power Chairman Mohammad Abunayyan.
Discussions covered projects spanning traditional power generation, renewable energy development and broader green transition initiatives, as well as opportunities to attract Saudi technological expertise to Kazakhstan’s economy.
The two countries also exchanged views on regional and global developments, highlighting coordination within multilateral frameworks such as the United Nations, the Organisation of Islamic Cooperation, the Conference on Interaction and Confidence-Building Measures in Asia, and the OPEC+ format.
Both sides agreed to continue close interagency coordination on key international issues.
“Kazakhstan considers Saudi Arabia as a close and reliable partner in the Middle East and the Arab world,” the Kazakh foreign minister said during the visit, noting the high level of political trust and alignment on global and regional challenges.
The visit concluded with the signing of an intergovernmental agreement on the promotion and mutual protection of investments, alongside an agreement establishing a bilateral coordination council.
The new mechanisms are expected to provide a structured platform for advancing economic projects and enhancing strategic dialogue between the two countries.
The discussions build on recent diplomatic exchanges, including a written message from Kazakhstan’s president to the Saudi crown prince, and reflect growing engagement between Central Asia and the Gulf as both regions seek diversified partnerships and expanded energy collaboration.
