The morning incident, around 07:40 local time, was committed by two armed men, brothers in their 30s from East Jerusalem's Zur Baher neighborhood, targeting people at bus stations with an M-16 rifle and a handgun.
Two off-duty soldiers and a civilian quickly intervened, neutralizing the attackers before police reinforcement, which now includes increased patrols and checkpoints.
An investigation is underway into the attack, which reflects rising tensions linked to the Israel-Hamas conflict.
The assailants, known Hamas supporters with past terrorism-related prison sentences, were discovered with a cache of ammunition, indicating potential plans for a larger assault.
The event follows a recent attack near Bethlehem that injured five Israelis and a checkpoint attack where one was killed.
Tensions escalated further the day prior when two Palestinian children were fatally shot by Israeli forces in Jenin, where clashes have been deadly since October 7.
