Deputy Governor of Mecca Inaugurates Headquarters of the Royal Commission for Mecca City and the Holy Sites
His Royal Highness Prince Saud bin Mishal bin Abdulaziz, Deputy Governor of the Mecca region, today inaugurated the headquarters of the Royal Commission for Mecca City and the Holy Sites in the presence of several government sector officials from Mecca.
During the event, His Highness reviewed the Royal Commission's three-year executive action plan and its goals aimed at developing Mecca and the Holy Sites. These developments are intended to enhance the services provided to the guests of the Most Merciful.
Furthermore, Prince Saud bin Mishal bin Abdulaziz witnessed the announcement by the General Real Estate Authority, in collaboration with the Royal Commission for the development of Mecca City and the Holy Sites along with the Secretariat of the Holy Capital, regarding the commencement of "Real Estate Registry" operations in the Mecca region. This initiative involves dividing the area into real estate zones where each zone includes several neighborhoods. The benefited neighborhoods whose properties will begin to be registered in phases will be announced shortly based on the operational plan and in coordination with the relevant government authorities. This zoning process will take place as per an evaluation of the readiness and maturity of the available geospatial data of the lands and real estate units until the entire city of Mecca and other cities and provinces in the Kingdom are covered.
Engineer Saleh bin Ibrahim Al-Rasheed, the CEO of the Royal Commission for Mecca City and the Holy Sites, expressed his appreciation for His Highness’s support and his attendance at the inauguration ceremony of the new headquarters in Mecca. He highlighted this support as an extension of the ongoing assistance of the Mecca regional governorate to the Royal Commission, enabling it to fulfill its roles in collaboration with other sectors to develop services for the residents and visitors of Mecca.
The launch of the headquarters marks a new beginning for the city, paving the way for multiple developmental and improvement projects, all aiming to achieve prosperity and sustainable development. This initiative aligns with the status and sanctity of the holy city of Mecca.
The "Real Estate Authority" confirmed that the in-kind real estate registration system, issued by a decree of the Council of Ministers, aims to increase the reliability of ownership, enhance the accuracy of property information, preserve the rights of stakeholders in the real estate sector, and also to boost the investment attractiveness of the sector. According to the system, a comprehensive real estate registry will be established to include all information and data of residential, commercial, agricultural, industrial, and governmental real estate units across the Kingdom. Each real estate unit will be assigned a "property number" and ownership registration deed, serving as a property sheet with details and descriptions of the estate, its condition, accompanying rights and obligations, and all property transactions that occur, linked to geospatial information through accurate geographical coordinates of the properties. This is intended to form the basis for the registration of ownership and real estate rights, thereby contributing to the sustainability and enhancement of the real estate sector and its key enablers.
The Authority clarified that the first-time registration of properties will be available free of charge through the electronic Real Estate Registry platform https://rer.sa/rer-services-ar/. For in-kind registration, an updated electronic deed from the Ministry of Justice with complete data and meeting the ownership conditions is required. Applicants must also have a valid identity and a power of attorney if the application is being submitted by an agent. This service will encompass all residential, commercial, agricultural, and governmental properties.
