In 2022, Russia's Anti-Corruption Foundation, led by the late Russian opposition leader Alexei Navalny, accused an official named Ivanov of living extravagantly, with expenses on real estate, luxurious trips, and designer goods.

Ivanov reportedly oversaw large construction projects in Mariupol, a city in eastern Ukraine that was heavily bombed and taken by Russia during its invasion.

Russian news agencies reported that Ivanov had been detained, and Kremlin spokesperson Dmitry Peskov confirmed that a report on his detention had been presented to President Vladimir Putin.

Defense Minister Sergei Shoigu was informed in advance of Ivanov's detention.
