Saudi Arabia Introduces New Guidelines for High-End Dining Establishments

The Ministry of Municipalities and Housing sets new standards for fine dining restaurants in Saudi Arabia, emphasizing exclusivity and customer experience.
Riyadh — The Saudi Ministry of Municipalities and Housing has recently implemented a series of updated regulatory guidelines aimed at enhancing the operations and overall customer experience of high-end dining establishments across the country.

These measures are part of an ongoing effort to bolster investment in the hospitality sector and improve the business environment, particularly within the fine dining segment.

Under the newly established rules, upscale restaurants are required to provide comprehensive table service for their guests, extending from a warm welcome at the entrance through to guiding them to their tables and offering valet parking services.

The dress code policy stipulates that patrons must adhere to formal attire to maintain the establishment's luxury ambiance.

Notably, any visible cashier counters within these establishments are prohibited to preserve an uninterrupted fine dining experience.

Drive-thru services are banned outright, as the ministry asserts that such operations detract from the core principles of delivering an exclusive and refined dining experience characteristic of luxury eateries.

To further streamline the customer journey, restaurants must implement a digital reservation system in addition to displaying clearly visible beverage preparation areas.

Establishments are also mandated to maintain channels for customers to submit complaints or feedback regarding their dining experiences.

Diverse menu offerings are now mandatory, with at least three main categories — appetizers, main courses, and desserts — each featuring a minimum of five distinct items.

This requirement is intended to provide diners with diverse culinary options, ensuring a premium gastronomic experience.

Food safety and health standards have also been given priority, requiring that fine dining establishments employ a certified specialist in food health and safety.

Additional amenities such as coat hangers and bag holders must be provided for customers' convenience.

Furthermore, these upscale eateries are required to designate concealed spaces for handling orders from delivery applications, ensuring that this activity remains unobtrusive and does not compromise the ambiance or service quality.

Chain restaurants face additional stipulations, with a ban on opening more than one branch per city to preserve exclusivity and maintain each brand's distinct identity within the market.

Lastly, all fine dining establishments are required to officially register their brand trademarks with Saudi authorities.

This measure aims not only to secure legal protection for their visual identities but also to foster increased recognition both locally and internationally.

The Ministry of Municipalities and Housing emphasizes that these stringent guidelines are designed to uphold the highest standards in hospitality and ensure a distinctive customer journey, aligned with the Kingdom's broader strategic objectives aimed at enhancing tourism and lifestyle offerings.
